The $10 minimum is measured at the platform end
The published floor is $10, and it is the amount that has to land on the balance, not the amount that leaves your wallet. Local methods convert from rupees and can set their own higher minimum, so a payment that looks large enough at your end can still fall short at the other one.
That is also why the credited figure can differ from the figure you typed: the conversion happens on the payment side, not on the balance. If the number that appears is close but not equal to what you sent, the conversion rather than a charge on the balance is usually the reason. Why a wallet payment can leave your phone and not reach the balance
